Senior Associate Vice President, Deputy CFO

As WSU’s Senior Associate Vice President and Deputy CFO, Matt Skinner (CPA, MBA) provides leadership to business and finance functions of WSU, including: strategic financial forecasting and planning, treasury, debt management, payroll, accounts receivable, student accounts, accounts payable, travel, strategic sourcing, purchasing, contracts, general accounting, central stores, and sponsored program services.

Since joining WSU as a Budget Officer in 2003, Matt has been recognized with increasing leadership responsibilities, later serving as the Assistant Vice Provost for Budget and Resource Planning, followed by service as the Budget Director overseeing the University’s operating budget. Matt was asked to serve as the Associate Vice President for Enterprise Systems, reporting directly to the President. During this two-year assignment, Matt’s team smoothed the post implementation path, regained the trust of the University community, and created an effective system to prioritize and meet user needs. Most recently, Matt continued expanded leadership service for the University as the Interim Vice President for Information Technology, while also fulfilling his current responsibilities in Finance and Administration.

Prior to joining WSU, Matt served as a senior consultant at Deloitte where he led financial assurance and advisory services provided to private and public sector clients. He gained a reputation as a strong communicator, trusted team leader, mentor, and sound financial advisor. These attributes coupled with his ability to build successful working relationships with clients helped make him a senior consultant of choice.

Matt earned a bachelor’s degree in accounting with a minor in Spanish and a master of business administration degree, both with highest honors. He maintains a current license as a certified public accountant. Matt is actively interested in the areas of strategic planning, financial management, strategic budgeting, team building, leadership, and organizational dynamics.
